How I pinned each format

Worth explaining, because three of these four numbers come from a different place than you might expect.

Hobby and Value are perfectly collinear on every parallel they share. The Value to Hobby odds ratio sits at 6.64 across all 154 shared rows, and when two channels scale together like that, those rows cannot tell you how much came from each one. If that were all the sheet offered, the Hobby number would be a guess.

It is not all the sheet offers. The three Rookie Relic Autograph sets, Resurgence Rookie Relic Signatures at 40 cards, Amped Up at 30, and Radial at 30, appear in Hobby and Breaker Delight only, with no Value or Mega column. That is 30 constraints that see Hobby without Value in the way. Delight is independently locked by the Static parallels, where five separate constraints land between 22,800 and 25,000 packs. With Delight known, those 30 rows resolve Hobby directly. Retail is not just the biggest channel here, it is most of the product. Roughly seven in eight Resurgence cards came out of a Blaster or a Mega. Delight is a rounding error on volume and yet it holds an entire exclusive rainbow, which is exactly why its cards behave the way they do on the secondary market.

What the print runs say about scarcity

The interesting cards in Resurgence are the ones with no serial number on them.

High Voltage is the real chase. At 27 copies per card, with a band of 26 to 28, the Hobby-exclusive High Voltage Refractor is scarcer than an Orange Power Surge /25 is numbered to be. It carries no serial, so nothing on the card tells you that. This is the single most underrated card in the product.

Base Signatures sit around 47 per card. That is Gold Power Surge /50 territory for a card most people treat as the common autograph. Blaster prints deep and is most of what you will see listed. Hobby holds High Voltage, the insert Refractors, and the case hits. Delight is tiny, holds the entire Static rainbow, and has autograph odds nothing else in the product comes close to. Mega is the middle option with one exclusive parallel.
